118.1 Minutes of the last Meeting of Council held 15 November 2011 were circulated to all those present and were approved as a correct record. Mover Cllr Keepin seconder Cllr Fuller. Vote for unanimous. 2 Abstentions due to absence from meeting.
118.2 Minutes of the Special Meeting of Council – Tadpole Farm Development – held 29 November 2011 were circulated to all those present and were approved as a correct record.

An article has been published in the local press stating that there is plenty of capacity on Thamesdown Drive and an adequate bus service for the proposed development. Cllr Heaton-Jones reported that he believes this has been part of PR exercise being undertaken by Crest Developers. Crest has 3 consultancies working on this scheme and the Council should not be too concerned about articles appearing in local press the Borough Planning Officer is aware of the issues with this scheme and the principal planner has significant question marks on the application as it stands. The planning authority will be talking to the applicant and will be trying to see if the application can in any way be altered. The application is not likely to go before Borough Planning Committee until at the earliest March which is outside the 16 weeks permitted for determination.
The Parish Council should challenge what has been published in the press as the headline as published has impact on the view of the general public.

120.0 Correspondence Items for discussion
120.1 Haydon Wick Newsletter
An email has been received from a resident who has recently moved in to the Parish stating how impressed they are by the content of the Haydon Wick Newsletter which they had just received. The resident used to deliver the Penhill newsletter and has 16 years' experience with Royal Mail and he is now offering to deliver the Haydon Wick Newsletter free of charge.
· RESOLVED: Explain the extent of the task involved 8500 copies which need to be delivered within a short time scale.
It was reported that newsletters were not delivered to parts of Severn Avenue, School Row and Wicks Close.
· RESOLVED: Report this to the distributor and ask for details of which areas were not delivered to and how many extra copies are needed.
120.2 Junior Youth Sessions at the Underground
The following information has been received from the Youth Officer at Swindon Borough Council:
The junior session at the Underground is no longer running. Myself and Peter Robinson came to a Parish Council meeting to explain the situation with regards to the newly re-designed youth engagement service back in early 2011 and we felt at that time with a reduction in staffing of approx 60% of the youth and connexions service we would struggle to maintain this provision.
I do believe that there is a need for this junior work, but unfortunately at this time we are not in a position to run it ourselves, however if there was anyone in the community who would like to deliver something for this age range we would be more than happy to offer support, either in terms of training, possible premises etc.
I would like to thank you again, and the Parish Council for offering us the opportunity to apply for grants again this year, but unfortunately for the reasons above we will have to decline.
It is understood there is a junior provision running out of the Haydon Leisure Centre.
At a previous meeting the youth officers asked for an increased grant of £5000 but no further approach has been made by the Youth Service. It is felt that there is still a need for a session for that age group.
· RESOLVED: Pass to Recreation Committee and find out more about the session at the Haydon Centre.
120.3 Response from Cllr Bluh – S106 Expenditure
Cllr Bluh has responded to the joint letter sent by Blunsdon and Haydon Wick Parish Council Chairmen asking for a response to the questions raised in their first letter.
Cllr Bluh says that and explanation was given at the North Swindon Cluster meeting held 23 November 2011. He believes that the notes from the meeting will clarify the extra information the Councils are seeking and he will arrange for a set of them to be supplied when they are completed.
The new Locality Leads have now been appointed, the Leader for North Swindon from 2012 will be Helena Robinson (covered during maternity leave by Kathryn Langdown.

120.4 Proposed Meeting of North Swindon's Community Association
It is proposed to hold the next meeting on Thursday, 12th January 2012, 7.00pm at Oakhurst Community Primary School. The proposed agenda for the evening will be:
Electing the NSCA chair for the next year.
Creating our ‘mission' statement and establishing the rules of engagement to everyone's satisfaction.
Discussing the results of the independent transport assessment for Tadpole Farm and coordinating the ‘clicker' group. ORA will have advice from Halcrow on how this should be done.
Set a date for the clicker exercise.
Any other issues to be added to the agenda are to be passed to Paul Exell, Chair of ORA, paul.exell@rwe.com or 07989 494421. Also let him know the names of those attending or if the date of the meeting is a problem.
120.5 Council Tax Referendum
There are to be changes to council tax following commencement on 3 December of the Localism Act's provision for council tax referendums and the Secretary of State's statement to the House of Commons on 8 December about the excessiveness principles he is minded to set. Once the principles are finalised, each authority will be required to determine, for 2012-13 whether the council tax it has set is such as to require it to arrange a referendum seeking the support of the local electorate.
Local precepting authorities are not included in the proposed principles. Town and parish councils would therefore not be required to hold a referendum in 2012-13. However the Government will monitor increases in the local precepting sector and does not rule out setting principles which apply to higher spending town and parish councils in 2013-14.
· RESOLVED: Pass to Policy Committee to look in to possible future impact on this Council.

121.1 Haydon Wick Over 60's Club
A letter of thanks has been received from the Club for the Parish Council's donation of £750.00
121.2 Update on Situation with 1 Haydonleigh Drive
This site is now owned by John O'Flynn Developments Ltd, Contract House, Bramble Road, Swindon, SN2 8LU.
Swindon Borough Council Planning Enforcement Officer has written to this company raising the Parish Council's concerns and requesting the site is secured and any debris/materials removed. Unfortunately the Enforcement Officer cannot insist the property is demolished as this would require planning permission as there is no planning permission in force to redevelop the land.
If the Enforcement Officer does not have a favourable response from this company then he will consult with the Development Control Manager for this area with a view to the service of a Notice for the site to be secured and tidied up.
The above is the present situation regarding this matter.

122.1 Highways
122.1.1 Changes to Thames Avenue Layout
The article which was printed in the Swindon Advertiser on 16 December gave the following information
Following the expansion of pupil numbers Greenmeadow School, in Pen Close, in September, Swindon Council's planning committee has agreed to put aside money to introduce a school safety zone. The zone would be introduced at the junction of Pen Close and Thames Avenue and will ensure that traffic is slowed. But it would also allow the flow of traffic to be maintained instead of causing the delays which are currently often experienced. The scheme is designed around a speed table and work will include removing the build outs which jut out into the road at Thames Avenue West and East, building out the footway at Thames Avenue West, removing two speed cushions, resurfacing footways and introducing coloured surfacing. There will also be new 20mph signs and lines, slow markings, two school safety zone signs and increased lighting.
Borough Councillors are doing an informal consultation and are very keen to hear any comments, positive, negative or otherwise that can be fed that back to the highways officers before they begin the formal consultation.
Cllr Hall's comments: As a school governor has offered to take Borough Councillors to Pen Close at 8.25am drop off time and show then that what is being suggested may not be the solution to the traffic problems in the area.
• RECOMMENDATION: Respond that the problem with parking and dangerous manoeuvres is not being addressed by what is suggested. Pass on to the Borough Councillors the offer made by Cllr Hall.
Cllr Hall still keen to speak to the Borough Councillors about this.
Cllr Renard: 2 issues - one is the planning condition for highways improvements in Thames Avenue and the other issue is driver behaviour. Cllr Hall: Need to look at the details of the conditions imposed by the planning department.

122.1.2 Orchid Vale School Crossing Campaign
Cllr S Exell has provided a copy of the questionnaire put out by the School Council to all parents with regard to the need for a proper crossing on Torun Way.
122.1.3 Traffic Data for Saltzgitter Drive
In response to the Council's request, the most recent set of traffic data for Salzgitter Drive has been provided. It has been pointed out that, although it is the most recent the Borough Council has, it is worth keeping in mind that it is from 2009.
122.1.4 Parking outside Haydon Wick School
The legislation pertaining to double yellow lines instructs Civil Enforcement Officers to observe a vehicle for 5 minute period prior to issuing a Penalty Charge Notice. This allows a drop off time for parents and Officers do attend the sites to provide a deterrent but this does not resolve the congestion problems. The officers are aware of the problem on Tuesdays and at 1pm on Fridays.
122.2 Community Infrastructure Levy Preliminary Consultation with Parish Councils
Parish Councils are asked if there are specific infrastructure projects in their local areas or neighbourhoods that they would like the project team to consider at this stage of the process.

An acknowledgement has been received from Swindon Borough Council. The CIL Project Team Officer is currently consulting with the Council's Highway Management Officer and the Leisure Development Manager concerning the suggestions put forward in the Parish letter to seek further information on the proposals. The Parish Council will be contacted again in the New Year once further information concerning CIL charging schedule proposals is available.
122.3 Request for Funding
Butterflies Children's Centre is trying to set up a healthy lifestyle group targeting Dad's and the most vulnerable families. They would like to include exercise and healthy eating. Swindon Town have kindly offered to run a Football activity session aimed at 2-5 year olds and are extremely limited on choice of venue. They have been offered a suitable venue at a cost of £30 per hour; however do not have the funds to pay for the rooms.
The Clerk has advised the Group to also apply to the Haydon Wick Fund for a grant.
The following further information has been received:
At present we have only been able to locate one venue which is suitable which is Oakhurst School Community Rooms. We would need the use of all 3 rooms as the group is for 0-5 year olds and would need to be held indoors. We would welcome any suggestions of venues that may be available for us to use.
We know from our research that there is a need within the community for a group to be run which will support those families on benefits or low income; this includes families in Haydon Wick which is part of our outreach area. We hope to reach as many families as possible within our outreach area.
We currently do not have any other sources of funding, but are exploring our options for funding and we will look into the Haydon Wick Fund as you have kindly suggested.
• RECOMMENDATION: Donate £100.00.
122.4 Office Equipment
The office laminator is broken and not heating up properly to seal the sleeves. The cost of a new laminator is: A4 Size - £19.00 A3 Size - £29.99. Pouches cost £10.99 and £16.99
Two sets of highlighters would also be useful at £1.89 per pack of 6 colours.
• RECOMMENDATION: Purchase an A3 size laminator plus pouches and highlighters.
122.5 Localism Bill & Ethical Framework
122.5.1 Clerks and Councillors are invited by Blunsdon Parish Council to attend a Localism Bill information evening to learn more about how Parish Councils will be affected. The intention is that this will be an "idiots' guide" with an opportunity for questions.
This will take place on Wednesday 22nd February at 7pm, at the Village Hall, High Street, Blunsdon, and Sylvia Brown will be giving the presentation. Those attending are welcome to arrive from 6.45pm when tea, coffee and biscuits will be available.
An indication of numbers attending from the Council is requested by 10th February.

122.5.2 The Localism Act introduces a new Ethical Framework. Detailed implementation will depend on the regulations to be issued. The Director of Law & Governance will be reporting to Standards Committee at its next meeting in January and, hopefully, the regulations will have been issued by then which will make the operation of the new Framework clearer. A summary of the changes made has been provided. The Act relaxes the strict conditions Council members were under before and returns to the system as it was in 1999.
122.5.3 A training session for Councillors on the Code of Conduct is being held by the Director of Law & Governance at the Parish Council Offices on Thursday 5 January 2012 at 7pm. Councillors are asked to confirm if they will be attending this training. Cllr Martin, Bedwell, L Brown
122.6 Community Governance Review (Parish Boundary Review)
Swindon Area Committee has arranged for the Director of Law & Governance to come to the next meeting (19 January 2012) to discuss the Community Governance Review. He has advised that he is looking at the time table options now for starting the review on either the 1st February or the 1st June and has asked for SAC opinion. The views of Parish Councils are sought.
Secondly he has asked what the particular issue is with the Special Expenses. It is mainly Stratton Parish Council who has issues with Special Expenses, but this Council provides additional street cleaning and litter collection but do not get any funding from the Borough Council for that.
• RESOLVED: The review would be better left until 1 June 2012 when the Parish Council will have a clearer view of what is happening. The date has now been set for 1 June 2012.
122.7 Diary of Meetings for January 2012
The date of the Precept request needs to be submitted before 20 January 2012. People may not be available to attend committee meetings on 3 January, the date of the full Council meeting should be 17 January 2012. 122.10 GWH NHS Foundation Trust
I am emailing you as the point of contact for your parish council. I am the Governance Officer at the GWH NHS Foundation Trust and am starting a project aimed at increasing our membership and awareness of how a foundation trust operates and how people can get involved.
I would welcome the opportunity to come to one of your meetings, possibly with one of our Governors, to hear some feedback from your members about their experiences of the Trust and ideas about healthcare generally and to discuss how they might get involved. I would be grateful if you could let me know whether this is something your members would be interested in and contact me to discuss.

122.11 Section 106 Agreements
122.11.1 A letter of acknowledgement has been received from Cllr Bluh for the latest letter sent by the working group.
122.11.2 Cllr Heaton-Jones has provided the following information: Regarding our query about the loss of Haydon 2 records in the flood. A verbal reply was given by the S106 officer at the Cluster meeting two weeks ago when Cllr Fuller asked the question there. The response, if I recall correctly, was that those records had not been lost after all, and that the original question/answer had been referring to some other, less significant, documents. If you would like me to pursue this for a full written response please let me know. It was Swindon Commercial Services records that were lost not the S106 records.

122.11.3 North Swindon Cluster - S106 Meeting 23 November: Cllr Fuller attended this and has provided notes on the meeting.
• RESOLVED: Attach a copy of the notes to this report and make a formal request to the Cluster Lead for a copy of the minutes of the meeting.
122.12 Precept 2012/2013
The provision Council Tax base calculations for 2012/2013 is 7825.6 equivalent band d dwellings. The corresponding figure for 2012/2012 was 7663.8. This represents a change of 2%.
The following response has been received from Swindon Borough Council in regard to the enquiry about the provision for the dwellings which were misclassified.
I can confirm that there are 83 properties that have been misclassified on the Council's Council Tax system as being located within Blunsdon St Andrew rather than Haydon Wick. These are shown on the attached file. The Council does not propose to amend these on the system at this time due to the following reasons:-
• The financial impact of this misclassification is minor
Each of the 83 misclassified households has been undercharged by between £10 and £20 per annum
Haydon Wick has recovered the £2,477.67 it would have received via these households from the other 8,500 households meaning they have been overcharged by about 29 pence each
Blunsdon St Andrew has collected £1,417.41 from these households that should have been recovered from the other 5,300 households in the Parish meaning that they have been undercharged by about 27 pence each
Each household is correctly classified in respect of electoral registration and therefore the impact is only in relation to the Council Tax charge.
The change would result in the 83 households being charged extra as a result of the Council's mistake
• The boundary between the two parishes is under review in the next boundary review.
The administration associated with making the changes is heavy due to the system requiring each payment to be separately reversed and then recreated in the new record and all residents of the two parishes being rebilled and payments adjusted.
As both Parish Councils have received the correct level of precept and this has a very minor impact on individual households, I trust that you will agree that this is the correct course of action. As part of any changes made as a result of the boundary review, these properties will be aligned to the correct parish.
Blunsdon Parish Council is not happy although they can see the reasons why these properties shouldn't be charged. They have suggested we respond accordingly and copy in our Borough Councillors and the Chief Executive so that they are aware of yet more poor administration.
• RECOMMENDATION: Respond from April 2012 the Parish Council requires that the properties be put in the correct Parish.
The Director of Law & Governance asked the Clerk to inform the Capita will charge Swindon Borough Council several thousand pounds if administration fees to make the changes from April 2012 while the difference to individual property owners is £10-£20 per year.
- RESOLVED: The view of the Parish Council is that it would not have needed to increase the precept for 2011/2012 if the households had been put in correct Parish. If the Council accepts the situation it implies the Council is content to overcharge its residents again. The Council accepts it cannot claw back from previous years but from April 2012 requires properties to be put in the correct Parish.

122.14 Any Other Business
1 Haydonleigh Drive: An article has been published in local press about another fire in the premises at the weekend and complaints from nearby residents that teenagers are gaining access to the building. Swindon Borough Council has been asked by Borough Councillor Renard to take action about the condition of the building.
Bus stops Haydonleigh Drive – The double yellow lines are now in place but vehicles are still being parked in the bus lay-by.
Double Yellow Lines at top of the Brow have been continues along the lay-by when they should not be. Also other complaints from residents have been received about the positioning of the yellow lines. These are being investigated by the highways officer

123.5.7 Inspection of play areas in Haydon End and Oakhurst: Cllr S Exell has offered to try to find members of the public to oversee play areas in these areas from her contacts with the school and residents association. It has also been mentioned to the Youth Council members.

Swindon Borough Council should be in a position to contact the Council again regarding this project and who will be leading on it in the New Year.
123.8.0 Open Spaces, Trees, Streams etc
123.8.1 Siting of Benches at MOS 19 & MOS 16
The proposed site in MOS 19 is near two large blocks of flats with an open area to the front. Members of the Parish Council who have made a site visit have recommended to Swindon Borough Council just one bench facing toward the road away from the flats. The Parish Council has now been asked to show on a plan the exact recommended location.
Parish Council has been asked to recommend sites for 2 benches at MOS16 and show these on a plan provided.
• RESOLVED: Sites decided and the request is to be made that if there are any surplus benches the Parish Council could find a home for them in the parish play areas.
123.9 Footpaths & Cycleways
123.9.1 Footpath Signage: In 2011 the Committee agreed that routes for signing need to be marked on a large scale map of the area.
• RESOLVED: Purchase another map to mark up. Start with obvious ones like signage to the Orbital Centre. Bridleway from Mouldon Hill through to Haydon End Lane.
123.9.2 Bridge 107: Cllr Heaton-Jones has provided a copy of an email correspondence he has received and sent with regard to the public rights under bridge 107.
Cllr Hailstone spoke to a railway person at the Cluster Meeting and he said that the new footpath at Bridge 108 just needs rising to stop it flooding and that the railway could provide ballast to do this. The Borough footpaths officer agrees that there is a need for a link to Mouldon Hill.
• RECOMMENDATION: Speak to Cllr Heaton-Jones with regard to writing to the footpaths officer suggesting raising the level of the footpath to provide a safe route.
Cllr Heaton-Jones reported that things have moved on significantly. SBC have now agreed to provide a footpath immediately to the east of the railway line (between the railway and Thamesdown Drive) which will take pedestrians straight down into the country park, without them having to cross the railway at all. It does mean that access to Clifford's Field and Berriman's Wood (via the old footbridge over the River Ray) will probably be cut off for now. However it's not actually a public Right of Way anyway, so this is an acceptable compromise.
SBC are just doing the legal procedures to confirm ownership of the strip of land to the east of the tracks but they don't anticipate any problems Cllr Heaton-Jones has been advised that it is not a big job to create a footpath as an 'unofficial' one is there already.
The railway has offered a solution also by providing the ballast to raise the level of the footpath under the railway line at Bridge 108. Cllr Fuller enquired about the status of the route which is not a right of way. This could be designated a permissive path
123.10 Graffiti, Shopping Trolleys, Dog Bins & Litter Bins
123.10.1 A member of the Committee has recommended that the Maintenance Contractor should not use the knocking pole to install dog bins in locations where there is uncertainty as to where the utilities services are situated.
• RESOLVED: In future either exploratory holes are to be hand dug at the locations or a services detector machine be hired to check the location.
123.10.2 No spare dog bins are in stock. The burnt out bin at Mouldon Hill has not been replaced but it just needs a replacement lid. A replacement lid is not available for this old style bin; a replacement bin is available at £104.

123.11 Leisure Gardens
Outstanding Matters from Plot Holders Meeting
A shelter for Site 1. Simple solution is to put corrugated plastic sheeting and wood surround.
Gaps in hedgerow Site 1. Much more than 6 metres of fencing would be required to fill the gaps. The cost of materials including weld mesh fencing totals £1170.00.
• RESOLVED: Obtain a quote for chain link fencing and a quote from a fencing contractor.
Notice board for cabin Site 2. Cost of suitable outside display board £205.10
• RECOMMENDATION: Purchase a notice board as above.

Hedge Line Adjacent to Furlong Close: Committee Chairman suggests putting up a notice reminding people that they should not keep possessions under the hedgerow which may get damaged.
123.11.2 Leisure Garden Number 2 Site
Maintenance Contractor reported 3 wooden rails missing on the fence protecting the culvert by the entrance to the Leisure Gardens and 1 missing rail further along Old Blunsdon Road.
• RECOMMENDATION: Replace the rails with rough sawn treated timber.
Car park Fence Line: The discarded earth/stones are now so high against the fence that the wire fence may be broken. Committee Chairman suggests hiring a small digger to move the debris to a space near to the gate. Estimated Cost - £60
• RECOMMENDATION: Hire digger.
Cabin: A tenant reported Monday 5 December that the handle on the cabin door broke as he tried to enter it. The handle has been replaced by the maintenance contractor at a cost of £9.45.

Some suggestions for projects: Pedestrian Crossing Orchid Vale, provision of football pitches and changing facilities for Clary Road Field, improvements to traffic calming on Thames Avenue, refurbishment of play areas to be adopted by the Parish Council, highways improvements in Pen Close. Refurbishment of the Haydon Centre. Additional facilities for Mouldon Hill – football pitches & changing facilities, skateboard park.
The Youth Council suggested a “free running” area and a skateboard park at Taw Hill

123.15 Queens Diamond Jubilee
On previous occasions we have provided a momentum for every primary schoolchild in the Parish but now there are probably 2000+ in this age group. Parish Council members have been asked to suggest what could be done to commemorate the occasion. Some suggestions received are:
Parish Council could donate a specimen tree, with a suitable plaque, to each primary school and councillors could go along to help the children plant it.
It would be nice to ask all our schools in the Parish if they would like to contribute some artwork which could be displayed. Some contribution to the cost from us might help them do it.

Sounds interesting, But we'd have to consider cost and any impact on the precept
It sounds a nice idea, but think we should maybe ask the local teachers and youth council what they think. Would it be better to enable children to plant a tree, so they can come back in years to come and see their tree? It would be lovely to do something lasting for the community that the children could be proud of. Rather than just giving something that might not mean anything to them (in this throw away world).
• RECOMMENDATION: Write to each school to ask if they are willing to receive a gift of a specimen tree plus suitable plaque for each school.
Most of the schools have responded to say they would be very pleased to receive a tree. Cotswold Tree Surgeons can advise on the species of tree and supply them but needs to know the type of location and space available for each tree. A 3 -3 ½ metre tree costs in the region of £250. Engraved brass plaque mounted on hardwood and a stake will cost in the region of £80 each depending on the size required.

The provision Council Tax base calculations for 2012/2013 is 7825.6 equivalent band d dwellings. The corresponding figure for 2012/2012 was 7663.8. This represents a change of 2%.

‘If permissions were to be granted for this pole it would be sited in the midst of an established housing development with homes particularly attractive to young families. The pole would be within 2 metres of some gardens and overshadow the nearby roads. The site is also at the bottom of a hill and would appear to be unsuited geographically as it doubtlessly requires additional height'.
The resident has also contacted SBC councillors from the Moredon Ward and Justin Tomlinson MP.
A petition against the application has also been received which has been signed by 102 residents of the area.

The SBC Planning Training session on ‘Renewable Energy' has been re-scheduled for Monday 28 November at 6 pm at the Civic Offices.
This session will cover the key issues associated with the topical issue of renewable energy development. The Council has recently adopted the Swindon Sustainable Energy Framework as a way of planning for renewable energy co-operatively with local businesses and communities and the emerging Swindon Borough Core Strategy sets out the planning framework for assessing renewable energy planning applications. Key issues covered will include the national context, the local approach (rundown of the Swindon Sustainable Energy Framework and emerging Core Strategy policies), the community perspective and key issues for the coming years.”
Cllrs Hall and Martin have confirmed they will be attending.
Cllr Martin and Cllr Hall gave a brief report: The session included an overview of what is happening across the County. The issues with Swindon and district heating were discussed, it is better developed in town centres than outlying areas. There was no discussion on pyrolysis plants
124.5 Community Infrastructure Levy Preliminary Consultation with Parish Councils
The Borough Council has commenced work on the publication of a preliminary draft CIL Charging Schedule for Swindon. Parish Councils are asked if there are specific infrastructure projects in their local areas or neighbourhoods that they would like the project team to consider at this stage of the process.
It was agreed at full Council to ask the Parish Council Committees for other suggested infrastructure projects and regeneration projects to report to the next Policy Committee Meeting and look at residents survey carried out to check what was requested.
Some suggestions for projects: Pedestrian Crossing Orchid Vale, improvements to Clary Road Field, improvements to traffic calming on Thames Avenue, refurbishment of play areas to be adopted by the Parish Council, highways improvements in Pen Close. The Manager of Haydon Centre to be asked if it needs upgrading.
Suggestions from Residents Survey: Community Facility, Youth Club/Centre, swimming pool, Sport Pitches including cricket, music venue, Post Office, Bank, improved footpath layout.
It was suggested by the Committee that details of numbers be added to this list.
Further suggestions from Planning Committee: Improvements to Mouldon Hill sports pitches and provision of changing facilities. Provision of more Leisure Gardens.
124.6 Adoption of ‘Inclusive Design Access for All Supplementary Planning Document' and ‘Residential Extensions and Alterations Supplementary Planning Document'
At a meeting of Swindon Borough Council's Planning Committee a resolution was made on 19 April 2011 to adopt the ‘Inclusive Design Access for All' Supplementary Planning Document (SPD). Similarly on 11 October 2011, the ‘Residential Extensions and Alterations' SPD was adopted. Copies of both the documents have been received.

The Parish Council does not know what it is hoped to achieve at this meeting. The Parish Council has been stonewalled on every attempt to put forward projects for S106 expenditure. The Parish Council was not aware that there was S106 money attached to the Greenmeadow School application which is being used to fund the changes to traffic calming in Thames Avenue.

The Parish Council was not notified that this application was going to appeal.

There is a perfect location for an indoor bowls area at the rear of the Haydon Centre. This is an ideal opportunity to put this suggestion forward and suggested that the Parish Council write to Bernie Brannan, Director, Housing & Leisure.
