659.0   Minutes

Minutes of the last Meeting of Council held 20 July 2010 were circulated to all those present and were approved as a correct record.  Mover Cllr Pike seconder Cllr Mills.  Vote for unanimous.

661.0   Correspondence Items for discussion

661.1   The Community Right to Build

Charles Lucas & Marshall have contacted the Council about the Government’s announcement of the community right to build.  The concept is that local communities will have control on how a local area will grow and will relate to houses, shops and other facilities.  The Government is seeking views and opinion and more information is available on www.communities.gov.uk/righttobuild.  Cllr Hebditch reported that he had looked at the information on the website and advised that it only applies to rural villages

 

661.2   Mouldon Hill

The first of the formal transfer notifications for Mouldon Hill Park and lake has been completed

The land on the plan provided is now owned by Swindon Borough Council. New lock and chains have been fitted to the 2 gate entrances which mean that the Parish Council’s contractor cannot gain access to collect the litter around the lake.

·        RESOLVED:  Keys to the gates have been provided and a meeting is to be held with Richard Beale on Friday 3 September 2010.

 

661.3   Haydon Wick Bowls Club

An invitation has been received for the Chairman and other members of the Parish Council to attend a Gala Day at the Club on Saturday 28 August at 2pm.  The Bowls Club is helping to raise money for the Mayor’s Charity Appeal and he will be performing the opening ceremony for the newly constructed Boules Piste which has been built on an additional piece of land given by the Parish Council.  The Bowls Club would like to receive an indication of how many Councillors will be attending.

·        RESOLVED:  Councillors Hailstone and Fuller to attend.  Any other Councillors wishing to attend should inform the Clerk.

 

661.4   Planning applications 15 and 17 Rother Close S/10/0593 and S/10/0955

The Planning Officer has responded to the Planning Committee’s comments regarding the proposed developments at 15 and 17 Rother Close. Their objection was that the proposed designs were likely to result in a terracing effect and would be detrimental to the overall appearance of the street scene.   The Planning Officer has asked if the Parish Council would re-consider their objection in light of the additional information provided in her email. The officer’s recommendation would be to grant planning permission. 

The Council discussed the points made by the Planning Officer.

·        RESOLVED:  Withdraw objections to the applications.

 

661.5   Local Councils Update

The annual subscription is due to expire with the September edition.  Cost £70.00.  This publication was considered to contain useful information.

·        RESOLVED:  Renew subscription.

 

661.6   Bus RouteTorun Way

Comment received from Resident:

At the last meeting of the Council, a resident of Piernik Close raised the issue of an increasing level of traffic using the bus only lanes as a rat run between Mazurek Way and Lady Lane. Although you have noted this as resolved, by passing this issue to Cllr Heaton-Jones to investigate, the issue is far from resolved.

I wrote to Mr R Hailstone, Chairman of Haydon Wick Parish Council, on December 15th, 2008 about the issue of the Torun Way Bus Lane and its use as a rat run.

I wrote again to Mr R Hailstone on 25th February 2009, finishing my letter with this request:

On 11th February, Rachael Ind informed me that “We should shortly be able to put together a timetable for implementation.” I would ask that Councillors and the Parish Council keep this an active subject so that the various difficulties with Torun Way and its adoption can be resolved in a timely manner.

Now getting on for 2 years later, these bus routes have become almost established as rat runs and it is going to be increasingly difficult to implement the proper bus gates.

Please can some action be taken to implement the proper traffic management plan by the introduction of effective bus gates?

Cllr Heaton-Jones reported that he had received a number of emails from ward members and parishioners.  There are 2 main issues:  1) When will the permanent bus gate be installed?  2)  What power do the Police have to enforce the bus only route?

A week ago the Police concentrated on the area and stopped motorists using the route.  However a definitive answer has now been received from PC Troy Smith who took up the various issues with the Police traffic Management deportment.  The bus only route is not enforceable by the Police and they have no power to stop vehicle passing the bus only sign.

The permanent bus gate is in the process of a Section 38 agreement.  It will be located at Casterbridge Road/White Eagle Road but it is not known what form the gate will take.

 

661.7   Condition of Grass Verge – Orwell Close

            Residents of Orwell Close are concerned that since the finished work of the flood alleviation system the former grass verge with tree has just been left unattended by council workers and is just an eye sore full of overgrown weeds. During this financial short fall within the Borough the residents would be willing to rectify the situation providing the council supplies relevant materials.

·        RESOLVED:  Forward to Martin Buckland, Swindon Commercial Services.

 

662.0   Correspondence Items for information

662.1   Parkinsons UK

A copy of the letter of thanks received by Mr Mike Affleck for the £463.50 sponsorship he raised (which the Council contributed to) for running of the London Marathon.  A total of £303,213.34 was raised in sponsorship by runners of the Marathon.

 

 

 

662.2   Ash Tree on Footpath High Street/Tweed Close

Residents of High Street and Emmanuel Church have received letters from a Solicitor claiming that the Ash tree growing next to the Electricity sub-station on the footpath between High Street and Tweed Close is causing subsidence at 72 Tweed Close.  Borough Cllr Dobie has tried to find out who owns the land without success, Swindon Borough Council will not get involved as they do not own the land and do not wish to get involved in any potential legal issues.  The resident of 85 High Street has concerns that removal of the tree will have an adverse effect on his property. 

Cllr L Brown advised that any resident receiving such letters about trees should ask for structural reports confirming that the tree is causing subsidence.

 

662.3   Bus Service Operators Grant

The Department for Transport will soon be publishing details of all Bus Service Operators Grant (BSOG) payments made in the last year or so.  For Community Transport operators the initial list will be compiles using information on Certified Claim Forms for the period April 2009 to September 2009 followed by claims for the period October 2009 to March 2010.  The list will be published on the website businesslink.gov.uk.

 

663.0   Policy Committee Report – Meeting held 10 August 2010

663.1   Financial Matters

663.1.1 Investment:  It was agreed not to re-invest with Alliance & Leicester as the interest was only 2.5%.  The Parish Council’s investment with Santander matures on 1 February 2012.  Santander is still offering a 1 year Business Bond at 2.5% interest which could be opened with “new” money.

·        RECOMMENDATION:  Reinvest £60,000 with Santander.

663.1.2 Resolution 285:  Due to the absence of Cllr Hebditch at the full Council meeting on 20 July this was deferred to the next full Council meeting.

·        RECOMMENDATION:  Refer to full Council meeting on 17 August.

663.1.3 Direct Debit Payments:  Potential payments for other services by Direct Debit.  The Clerk has  

            obtained the following information:

Thames Water – Direct Debit £10 per month.  Can be set up over the telephone

Hills Waste Solutions – Direct Debit Payment is possible.  A Direct Debit Mandate has been provided

Southern Electric:  Council Office Account – Direct Debit £30 per month

                               Haydonleigh Park Account – Direct Debit £50 per month

       Direct Debit Mandates are being provided for both accounts

            CANNON (Supplier of Office Hygiene Unit):  Enquiries have been made

·        RECOMMENDATION:  Proceed with setting up of Direct Debits.

663.1.4 Provision for expenditure of Community Bus – Drivers expenses etc

·        RECOMMENDATION:   The Officers of the Parish Council be authorised to spend up to £100.00 per month on driver and sundry expenses.

663.1.5 Definition of Terms of Payment with suppliers

·        RECOMMENDATIONS:

1)      Ask suppliers what their standard terms of payment are.   

2)      The Parish Council pay invoices within 45 days of receipt

3)      Review current signatory lists on the Community Transport and Newsletter accounts at next Policy meeting.

663.1.6 Expenditure on Dog Bins:  Cllr Bedwell has asked the Policy Committee to consider whether 

the Council should be spending more money on providing dog bins.

Litter Bins 60

Discussion took place on the provision of dog bins and the following points were raised:

Ø      Necessary to set a reasonable level of provision

Ø      Primary criteria is the provision of dog bins on open spaces in new development areas

Ø      Problems of vandalism to dog bins in certain areas - suggest guidelines be set in respect of replacements and future requirements.

Ø      The provision of dog bins should come under the remit of the Recreation Committee

·        RECOMMENDATION:  Continue to provide additional dog bins in the new development areas of the parish

663.1.7 Committee Budget:  A review of expenditure to date compared with precepted budget.

Expenditure is all within budget.

 

663.2   Highways

663.2.1 Gate Barrier Old Blunsdon Road:  The chain and padlock has been fitted.

663.2.2 Pedestrian Crossing – Thames Avenue:  The Parish Council has been asked for its contribution

 to the crossing.  Copies of the invoices for the Street Lighting Costs and Civil Costs have been provided.  The Council agreed at a meeting held October 2009 to contribute £15,000.00

·        RESOLVED: Ask SBC for a formal invoice for £15,000.

663.2.3 Bridge Link from Mayfly Road Area to the rest of Oakhurst:  A resident has voiced concerned about the bridge link from Mayfly Rd, Minnow Close, Boatman Close area to the rest of Oakhurst. We will be walking our daughter to school over this bridge, but the prospect of pushing our youngest in a buggy going over the bridge with treacherous climbs and muddy banks on either side means that we may end up driving round, to be safe. Are there any plans in place to make a better bridge link, that is safer and when will this be done?

            The matter has been passed on to Swindon Highways and Cllr Heaton-Jones.

663.2.4 Parish Boundary Signs

The following response has been received from Swindon Borough Council

We have no objection in principal to the use of Parish boundary signs. However the location of the signs will need to be agreed with the following considerations taken into account

·         the sign will conform to the general requirements of the Traffic Signs Regulations and General Directions 2002 for Boundary Signs in respect of size, layout and colour.

·         the size of lettering and hence the overall size of the sign is governed by the speed of traffic on the highway in question.

·         the exact location may have to be varied if the preferred location is not adequate or appropriate for a sign of this type and size. 

·         the use of these signs will be restricted to the main routes into the Parish

If you wish to proceed on this basis, please indicate the wording you would like to see and list the possible locations (with plans if possible). Once this information has been received a Traffic Officer will make contact to arrange a site visit to discuss and agree the details of the proposed signage.

Once signs and locations have been finalised I will provide you with details of the cost manufacture and erection. Once erected, the signs will become our property but you will remain liable for the cost of any future maintenance or replacement.

If you did not have a standard traffic sign in mind when proposing this scheme, please submit your proposals and details of the sign and I will let you known what authority would be required to permit their use on the Highway.

·        RECOMMENDATION: That the Parish boundary signs be located in the following areas:  

Ø      End of Oakhurst Way

Ø      The Street/Haydonleigh Drive

Ø      To the north of Purton Road

Ø      Corner of Lady Lane Thamesdown Drive junction by the Toby Carvery

Ø      New sign at the top of Thames Avenue

 

663.2.5 Possible Amendments to Haydon Wick Parking Restrictions      

            Declaration of Interests:  Councillors Fuller and L Brown

The following response has been received from Swindon Borough Council to residents’ response to proposed amendments

The original intent was to for the Parish Council to informally consult with the residents over possible amendments to existing parking restrictions along the Brow, High Street and Blunsdon Road, subject to the outcomes of the informal consultation this would give officers the assistance when prioritising the PC request in the next financial years works program. It did not guarantee that this proposal will be taken forward this financial year.

After reviewing the responses it is clear that not all residents are in favour of what was originally proposed and therefore would like to seek clarification from the PC at what response they would like to see actioned to assist with prioritising this request next year.

Borough Cllr Renard has responded as follows:

The ward councillors have undertaken what, I think, is a good consultation and all residents have had the opportunity to comment. I'm not clear if the Parish still want to do further consultation or whether they feel this is sufficient and are willing to accept the feedback from residents or not.

The suggestions seemed reasonable and I would hope we can incorporate these into a revised scheme. We also need to consider the comments from Sam Bird that came through Cllr Barnett last night.  I would expect that the ward members and Parish Council can come to a united view on this so we can move forward as soon as possible.

It was noted that the double yellow lines in Blunsdon Road and the High Street have not been reinstated in line with legal requirements following the Flood Alleviation Works.  It was suggested that the Council ask for another meeting with Ward Councillors and Suzanne Montgomery to agree and correct the final version of the scheme and thereafter arrange a meeting with residents. 

In addition, discuss the background to the road closures in Somerset Road and Churchward Avenue.

·        RESOLVED:

1)   Arrange another meeting with Ward Councillors and Suzanne Montgomery

2)   Ask for comments from Sam Bird

 

663.3   Electoral Review of Swindon Borough Council

The preliminary consultation is on the Borough Council size – the number of Councillors elected to the Borough Council.  All submissions on Council size should be sent no later than the 30 August.

·        RECOMMENDATION:  That the following response be submitted:

1)       Consideration should be given to the redistribution of existing councillors to equalise the electorate per councillor ratio.  

2)   The number of councillors should not exceed 60.

           

663.4   Council Office

663.4.1 Meeting Room Tables:

Is there a need to purchase additional tables in the Council Chamber as there is a shortage of seating space especially when full Council Meetings take place?

·        RESOLVED:  It was considered not necessary at this time

663. 4.2 Feed-in Tariff Registration
The following update has been received on the situation with regard to the export of energy generated by the Office PV System.
Ofgem are working hard to administer the completed applications and are hoping to process them over the next couple of months.  They will then notify us (FIT Licensees) if they have been chosen as a FIT provider. When we receive this we will issue a FIT contract, which will be backdated to 1 April 2010.  Until we have received the notification from Ofgem and received the signed contract from you we are unable to process any payments for generation and export.  
There is no need to contact us regarding the above. We simply thought we would give you an update of Ofgem's progress.

663.4.3 North Cluster Meeting on 29 July 2010

Parish Councillors were not invited to attend the above meeting.  Should the cluster be charged the normal hire fee?

·        RECOMMENDATION:  Charge the Cluster as the meeting was for Committee Representatives only.  However, no charge to be made for Cluster meetings which are open to members of the public.

A further booking of the premises has been made for Thursday 2 September 6.30-8.30pm.

Representatives from parish councils, residents groups, and the police will be invited to attend to look at how we can work together over the coming year.  It is thought that a public event will be arranged for October at Blunsdon.

663.4.4 Conditions of Hire of Premises

In view of recent events reported at the Recreation Committee the Policy committee is requested, with some urgency, to review the existing conditions of room hire including pricing.

Cllr Bedwell has requested that it should be added, that the parking of vehicles in any part the driveway is not allowed. A note could be:-

" No vehicles are to be parked in the driveway of the Parish Office at any time with the exception of those of the clerks and subcontractors who work for the Council. Temporary parking for off-loading is by permission of the clerk. This condition is for reasons of access for the Community Bus and for safety or emergency, eg fire, ambulance etc. There is adequate, free, parking nearby at the Haydon Centre carpark."

             The Clerk questions whether vehicle access should be denied to disabled people.

·        RESOLVED:  The following information to be included in the existing conditions:

1)      Fire Alarm assembly points

2)      Groups are required to remove any equipment brought into the premises unless agreed by prior arrangement

3)      Parking on premises restricted to disabled persons and for off loading only.  The main Haydon Centre Car Park to be used at all other times.

4)      The Council does not accept any liability for loss or damage to vehicles parked on the premises.

663.5      Greenmeadow Shops

The following complaint has been received from a resident. 

Having just returned from holiday I see that the general stores has adopted the cafe culture in a pedestrian area, are we going to see the rest of the shops doing similar things, outdoor fish restaurant, Chinese & Indian as well, its bad enough having to put up with the constant smells from the Chinese & Indian takeaways, going to bed with the smells filling one's bedroom, the general store can't deal adequately with his bins and bread trays at the rear, they are always on show out in the road, surely he should make enough space in his yards for these. We have put up with his dead and decaying flowers littering the front of the shops also his other wares which, he has space for inside his large shop. I feel as councillors you need to be a bit firmer with him, what is he going to come up with next, if this new idea with the tables and chairs catches on it will quite likely obstruct the pathway for wheelchairs and prams. I await your comments

            Cllr Bedwell has also complained about the mess at the rear of the shops.

·        RESOLVED:  Report to Environmental Health and Ward Councillors. 

It is thought that a barrier is required around the seating area.

 

663.6      Councillor Training

Avon and Gloucester County Associations are both happy for members of this Council to attend any of their training courses and because of our WALC membership would only charge members fees for the courses.

·        RESOLVED:  Display details of relevant courses on notice boards.

 

663.7      Information Received

Powers to Cap Billing Authorities’ Council Tax and Parish Councils’ Precept Levels:  NALC has issued a legal briefing stating their strong opposition to any measures which would result in the level of Parish Council precepts issued to billing authorities  being reduced or capped by order of the Secretary of State or by new methods.

 

Community First Annual General Meeting:  An invitation has been received to attend this AGM on Wednesday 6 October 2010 at The Corn Exchange, Devizes, 5pm.

 

Swindon Strategic Partnership Conference:  An invitation has been received to attend this conference at STEAM on Friday 8 October, 9.30am - 3.30pm.  Due to the popularity of the conferences places have to be booked by 17 September 2010.

·        RESOLVED:  Councillors Hebditch, Hailstone, Pike and L Brown expressed an interest in attending.

            Local Councils Update August 2010

            The newsletter includes information on the following:

Ø      Alternative funding sources needed for future flood defences

Ø      Call to arms in battle against red tape

Ø      Major infrastructure stays on fast track as planning quango closes

Ø      Public Charter for libraries is ‘timely initiative’

 

No Need for Nuclear:  House of Commons Early Day Motion No 557

The Motion calls for an enquiry into whether or not new nuclear power stations are needed.  People are asked to write to their MPs asking them to sign the EDM No 557.

 

663.8      Any other Business

663.8.1 Bus RouteTorun Way

It was reported that the police stopped three vehicles on the bus only route in Torun Way.

663.8.2 Item from NeST Meeting

The enforcement by the police in respect of parking restrictions and dangerous parking in this area is considered to be a low priority.  However, it was noted in a recent article that there had been a crackdown on parking in the Penhill area and was considered a chief priority by the police.  It was asked why the police in this area cannot do more to enforce parking restrictions, for example the dangerous parking at the junction of Severn and Thames Avenue. 

·        RESOLVED:  Ask police to take further action.

663.8.3 HGV Traffic – Thames Avenue

It was noted that there is an increase in the number of HGV vehicles using Thames Avenue as a through route. This may be due to Sat Nav systems directing drivers along this route and weight limit restrictions along part of Westfield Way.

·        RESOLVED:  Report to Highways

663.8.4 Councillor Vacancy

There is still one vacancy for a Councillor available.  Details of the vacancy are displayed on notice boards. 

·        RESOLVED: Advertise the vacancy in the Haydon Wick Newsletter and Parish Council website.

664.1.4            Haydon Wick Sewer Upgrade – King George V Field

Thames Water has confirmed that they have now completed laying the new sewer in King George V Field.  A Construction Notice Plan has been provided which shows the final position of the pipeline and the strip of land over the pipe (the easement).  This must be kept clear in case of repair or alteration and no building or planting of trees can be carried out on this strip of land. 

664.1.5            A plastic manhole cover from the land drain near the main gates to the field has been removed and damaged.

664.1.6            A request has been received from Jan Thorley asking if Play Rangers working in this locality could deliver an impromptu session at King George V field at the end of August.  This would be an opportunity for local children to experience the activities that can be offered. 

            The Rangers would be looking to deliver play for about 2 hours on 25th or 26th August.  In September they would hope to link with the school, ie. assembly, run a few sessions during lunch time once a week and then deliver sessions over 6 weeks in the park (probably Mondays) after school.

 

664.2   Trent Road Field

664.2.2Gate & Fence:  Mr Hunt SCS Report:  The hanging posts seem fine. The fence bracket is the bottom corner bracket on the fence panel that is connected to the vehicle gate, risk rating, very low.  The Council’s contractor has reported that the fence will need to be removed to carry out the repair so it will be a large job.

664.2.3Cllr Bedwell Inspection Report:  The area in a good condition apart from the area which was affected by the flood alleviation works.  When the site visit was made with the Director of Swindon Commercial Services the weeds had been cut down but the area needs grading, rolling and seeding and stones and rocks from the area are spread in to the other grassed area.

664.4.4Clary Road Field:  There has been an ongoing problem with the contents of the dog waste bin being thrown around the area.

664.4.5Update of Kelly Gardens:  The application for Landfill Tax Funding has been submitted.

Russell Play, the preferred supplier, have got some equipment installed in Eastleigh and Horsham which is probably the nearest to you.  Mr Auburn would be happy to take the Clerk and some councillors to the sites or if preferred either meet on site or provide site addresses.

If that is considered to be too far to travel Russell Play could also provide site photos showing the equipment from various sites around the UK.

664.4.6Enquiry about Purchase of Land at Kelly Gardens:  The Clerk has received an email from a resident wishing to know who owned the open space at Kelly Gardens as he was proposing to purchase a strip of the land and wanted to know who he should contact.  The Clerk advised him of the Parish Council’s lease on the land and that he should contact both the Parish  Council and the Swindon Borough Council.

 

664.5   Unadopted Play Areas:  Abbey Meads, Taw Hill, Priory Vale Play Areas, Brookfield and Osterley Road Play Area (Inspection & Reporting Only

664.5.1            Cllr McVay Inspection Report – Brookfield.  In good condition.  The Clerk reported that today a resident brought in the No Dog signs which her husband had witnessed being removed by youths.

664.5.2Inspection Report –Francombe & Little Copse:  Francombe is being used but not Little Copse.  Discussion took place on whether if the areas are adopted by the Parish Council the equipment could be removed and the area made just green open space.

664.5.3Cllr Pike Inspection Report – Osterley Road Play Area, Wick Farm Orchard.  They are both in their usual condition.  A resident has reported to Swindon Borough Council that the play equipment in Wick Farm Orchard is unusable because it was covered in bird mess.

664.5.4Cllr Mills:  Taw Hill Play Areas:  Galloway Road, Play Area between Thetford Way / Doyle Close and play area at Village Centre.  Cllr Hebditch reported that the Village Centre and Galloway road areas were in good condition.

664.5.5Cllr Hebditch Inspection Report - Priory Vale –  LOS 7 Haydon End Lane & MOS 9 Priory Vale Play Areas (Torun Way).  Both in good condition.

664.7      Open Spaces, Trees, Streams etc

664.7.1            Litter Problems at Mouldon Hill

The following email has been received from Borough Angling Development Officer:

Further to your recent email regarding the current litter problems around the lake at Mouldon Hill, I have spoken to the club about this and asked that they are vigilant through the summer months when there is a greater footfall in the park.  I should point out that it is not within the angling clubs remit to keep the entire lake area clear of litter as they only have limited access around the lake and are only responsibility for keeping the dedicated fishing swims free from litter.

Just recently there has been a problem with groups of youths in the park after hours, lighting bonfires and generally making a mess and not tidying up after them, this seems to be a seasonal problem every summer.  Both I and the angling club have taken this up with the beat manager for the local team of PCSO's, who now carry out regular / random site checks.

I would be more than happy to discuss the site and any related matters with you, to see if we can't work to resolving the current round of issues.

Discussion took place on the need for the Borough Council to take on more responsibility now the area is being used more and there will be additional litter in the car park areas.

664.7.2            Parish Council Trees

            The following advice has been received from Mr Hyett, Borough Arboriculture Officer:

Certainly there has been a need for tree owners of any type to ensure their trees pose no risk or cause no nuisance to adjacent properties or members of the public which dates back to numerous pieces of pre 1950 case law. This principal has been consolidated through the legislation to which you refer in your letter. More recently the potential publication of a British standard on tree inspection which specified that most privately owned tree should be inspected annually did draw a lot of media attention.

For a parish council such as Haydon Wick where the most of the trees are likely to be in public open space then the need to inspect the trees is more pressing.  That said there may not necessarily be a need to inspect all trees on an annual basis.  After the first year inspection individual trees can be put on to a re-inspection regime proportionate to their condition and any associated risk.

I consider the Parish should certainly be inspecting their tree stock and this is a service which SBC can provide.  I will visit the areas on the map you provided in the next week or so and then provide you with a quotation for the inspection.  This has been received.

The initial Inspection will be a visual inspection from ground level with the need for any additional investigation (climbing inspection or decay detection) being made as a recommendation for works in the initial report.  Any further investigation will likely incur further costs, but we can discuss this if the need arises.  You will be provided with a written report including prioritised recommendations which will allow the parish to balance required tree works with any budgetary pressures.  The inspections ordinarily only pick up trees greater than 75mm diameter at 1.5m, due to the balance of potential risk against cost, however these could be picked up if required.  The survey will be a health and safety inspection and will not necessarily provide any general maintenance advice.  A site plan showing the locations of all the trees will also be provided in the cost.

Quotes have been provided f or 3 Options.  Option 1 Full Survey - £530.  Option 2 Without Full Survey - £340.  Option 3 1 off gross defect survey - £145.

 

664.7.3                        1 Exe Close

Cllr McVay reported ongoing problems with overgrow trees and bushes etc at 1 Exe Close.  He has asked Borough Cllr Dobie to look in to the problems with this empty property.

Cllr Renard has contacted the Empty Homes Officer and the owner is still not willing to sell it.  Unless there are serious Health & Safety issues nothing can be done.  Cllr McVay reported that there are indications of vermin in and around the property.

 

664.7.4Environment Agency Flood Alleviation Scheme:  The EA has published on-line a summary of some of the key flood risk management successes they have had in the past year.  The section on Swindon states that an application has been submitted to Defra for funding to improve land drainage to the ordinary watercourse section of the Haydn Wick Brook.  The EA is investigating detailed options to reduce the risk of flooding.

Richard Beale, SBC, has received outline design drawings for the construction of earth/bunding structures on open spaces and asks whether there are any legal and maintenance implications from the EA constructing the earth/bunding structures and whether SBC is happy to continue to maintain the POS areas including grass cutting to the earth bunding structure that we are potentially seeking to build. The EA asks if it is expected to pay a commuted sum to cover maintenance.  Richard Beale has provided a copy of the design drawings but they are very small.

             

664.8      Footpaths & Cycleways

The Committee is trying to encourage more signposting of footpath routes.  The strategic routes need to be marked such as to Taw Hill and Purton and from Haydon End Lane at Torun Way.

·        RESOLVED:  Ask The Rights of Way Officer for a copy of the latest map of definitive routes through the Parish.

 

664.9      Graffiti, Shopping Trolleys, Dog Bins & Litter Bins

Dog Bins:  Abbey Meads Village Gree/Holliday Close:  A letter has been delivered to each household in Holliday Close.  At full Council the Recreation Committee was asked to consider moving the location of the bin.

Dog Bin – Tracy Close:  This was removed from its post but salvaged and is currently at the Council Office.

The new dog bin on Haydon End Lane near to White Eagle Road has been burnt out and completely destroyed.  A resident has complained about the Health risk implications of people dumping their dog waste in the area.

Email received from resident:  I know you are aware of the missing dog bins on Haydon End Lane but are you also aware that some dog owners are still leaving bags where the bin should be, thus creating a health hazard.

·        RECOMMENDATION 1:  Abandon sites where there is a persistent problem with them being removed or vandalised.  Ino the Borough Animal Warden of the issues.  Send letters to the residents of Tracy Close similar to the one sent to Holiday Close residents.

·        RECOMMENDATION 2:  Cllr Hebditch to write an article for the next Newsletter pointing out the law with regard to dog fouling.  (It is only permissible on designated farm land)

·        RECOMMENDATION 3:  Replace the burnt out bin on Haydon End Lane at White Eagle Road

·        RECOMMENDATION 4:  Contact the Crime Prevention team again for assistance in combating the vandalism of bins.

PC Chloe Smith contacted the office and informed the Council that the mobile CTV camera is not currently operating.  She had taken up the problem with the Crime Prevention team but had also not received a response but would contact them again.

Cllr Hebditch identified a further site at the far end of Haydon End Lane where new development is taking place which would benefit by the provision of a dog bins.

 

Cllr Hailstone reported that a dog bin has been put on the post at Tracey Close but a bin opposite Withy Ground play area is now missing.  This was not carried out by the Parish Council’s contractor.

 

664.10  Leisure Gardens

664.10.1          A plot holder has complained that Plot Number 22A is not being cultivated.  A letter has been sent to the tenant. As no response has been received the plot will be re-let in September

664.10.2          Recycling green waste.  The Clerk has made enquiries about LEAVES and alternative methods of disposing of recyclable green waste from the current and new site.  The response is as follows:

Leaves are no longer working on SBC green waste and are concentrating on the kerbside collection at the moment.  The Officer has checked regarding the logistics of a skip, container and the cost of vehicle collections and gate fee for the green waste disposal all this would be charged to HW parish council for this service as it is not a domestic collection. There is also the additional risk of the load becoming contaminated and an addition 80 odd pounds per tonne for going to landfill.

SCS does not have the lorries for the usual style of skip; we have the giant roll trailers which would take up a large area of space. I think all of the above is the reason why we do not have skips and waste disposal at the SBC allotment sites and encourage composting and tenants to take away their own waste. We do not have the right equipment yet and it would be expensive.

The green bag kerbside collection is only for domestic properties and allotment waste could not be collected via a domestic round (we have to be specific according to legislation what gets collected on each vehicle and the weights)

 

664.11  New Leisure Garden Site

664.11.1Fencing:  Quotes have been obtained for supply of several different types of Heras Fencing (used at Haydon Wick School)

664.11.2Site Preparation:  Cllr Hebditch had drafted a Request for Information to send out to possible contractors.  The Committee approved the draft and agreed it would be sent out to a total of 10 contractors including Swindon Commercial Services and Cotswold Estates and Gardens Ltd who have experience and are very interested in the project and would carry out fencing as well as laying out the site. 

664.11.3Water Supply: Thames Water advise that the pipe work has to be completed on site before they will come and connect the water supply so advised waiting a while before asking for a re-quote.

664.11.4Thames Water has responded to the letter sent about the condition the site has been left in.  Mr Thompson was surprised to receive the letter as at the site meeting held 4 June 2010 those attending accepted the condition it was in.  Also it was agreed prior to the 4 June meeting that the septic tank would be left in situ in case the Council wishes to provide toilet facilities in the future.  Thames Water feels that they have given a lot of funding and time getting the site for allotments and therefore their only further offer of £200 towards costs to prepare the site.

 

664.12      Community Transport

Community Bus Committee meeting planned for Wednesday 4 August at 2.45pm.

One of the drivers has recently had a medical to allow him to continue driving.  The cost of the medical was £49.00. The Committee discussed whether to reimburse the driver.

The six monthly LOLER inspection and lift service is due on 10 September 2010.

The cost of the inspection will be approx £83.00.

Committee Authorisation:  To offer to reimburse the driver and proceed with the above tail lift inspection.

 

664.13      Bowls Club

The Council agreed to the Bowls Club having an extra piece of land for a BBQ site but have now changed the use and installed a petanque/boules piste.  In the Haydon Wick Newsletter the Bowls Club have stated that this will be available for hire by the public.

·        RESOLVED:  Write to the Bowls Club enquiring about the arrangement and procedure for public use of the piste.

 

664.14      Open Spaces & Maintenance Contractors

The Open Spaces Contractor has been on holiday for over 2 weeks and his relief has done a very good job.

 

664.15      Committee Budget

A review of expenditure to date compared with precepted budget was carried out.  Items where the Committee anticipate there will be over expenditure were identified.

·        RECOMMENDATION:  In future years Notice Boards to come under the Communications Committee Budget.

 

664.16      Information Received

Kompan are celebrating their 40th anniversary and have a sale of some of their play equipment.  There were only a few items reduced in price.

 

664.17      Any Other Business

Cllr Bedwell:  There is an unsafe manhole cover in the grassed area between the Chinese Take Away and Trent Road.   Report to Street Smart

Cllr Hailstone:  Asked that Mr Mel Campbell be contacted as there has still not been any news on the lease of Clary Road despite what was stated by the Chief Executive.

Cllr Bedwell:  In view of recent issues with hirers of the Council premises the Policy Committee should review the Conditions of Hire of the premises.

Cllr Bedwell:  Reported the mess at the rear of Greenmeadow Shops.  A complaint about the shops has been received from a resident which is on the Policy Committee agenda for discussion.

Cllr Hebditch:  The uprooted footpath sign at the end of the pedestrian footbridge over Thamesdown Drive has been replaced in the hole and as the concrete around the post is proud of the ground it leans badly.

Cllr Hebditch:  MOS 17 has now been cleared right of Haydon End Farm.  MOS 15 next to the green area at Taw Hill has been cleared and a newt fence and curved newt kerbs installed.  Some land in this area is still privately owned.

665.6   Priory Vale – Hedge between Wimpey H66 and H89

This has been passed to Planning Committee with regard to a possible encroachment on the hedge.  An extract from planning application S/04/3547 and approved under S/04/379 shows the garden plot of W56 bordering IOS47, as a 6’ high wood fence.  This has been moved towards the hedge line and a gate added opening onto Haydon End Lane.  The red square on the extract represents a concrete hard standing which has been laid next to the building, the wooden fence having been removed completely in this area.  The hedge has been cut back and the concrete comes to approximately a foot of the roots.

Further investigation indicates that Taylor Wimpey’s transfer to Plot 5 (H66) was to the centre of the hedge, and the work carried out appears to have been undertaken within the boundary of the private plot. 

RESOLVED:  Ascertain whether the hedgerow is protected.  Report back to next Planning Committee meeting.

 

665.7   Authorisation to order replacement Leisure Garden skip

666.1   Community Transport Sub Committee and Volunteer Drivers - held on 4th August 2010.

668.1   Cllr Heaton-Jones:  The reported graffiti on the pumping station at Taw Hill could not be located by Thames Water.  It is assumed that it has been cleaned off.

668.2   Cllr Barnett:  Cllr Barnett has launched a Mayor’s Flood Relief Fund for Pakistan and asked for donations.

668.3   Cllr Renard:  Has been on holiday but since his return has received a number of calls about the green waste collection.  Most areas have now had their green waste collected.  The problem was the large volume of waste and a broken down lorry.  Cllr Renard advised that people put out their green waste on the appropriate Thursday and it will be collected if not that day, as soon as possible.

669.0   Parish Councillor Reports

Cllr Pike:  Reported some building work is being carried out at 50 High Street and 57 High Street and asked the Clerks to check if planning permission has been granted.

Cllr Pike:  The footpath from Haydonleigh Drive to Mellow Ground is obstructed by overgrown hedges.

Cllr Fuller:  Reported that the trees on the triangle of land, owned by the Parish Council, at the footpath from School Row to Avonmead have been topped.  It is not known who has carried out this work.

Cllr Hailstone: The Footpath between Pond Street and Chatsworth Road/Elsham Way which is overgrown with brambles has still not been cleared.  The footpath from Pond Street to Elsham Way, opposite the Deben Crescent footpath is also overgrown.  Borough Cllr Renard reported that he understands that they are residential trees and not the Borough Council’s responsibility therefore the residents have been asked to cut back the overgrowth. 

Cllr Hailstone:  Dangerous wall by triangle of shrubbery in Thames Avenue, opposite Wicks Close.  This has been reported to Swindon Borough Council who say that the wall belongs to residents of Paddock Close.  The residents attended the recent Borough Councillors Surgery and do not consider the wall to be their responsibility.
