Minutes of the 34th Meeting of Council held Tuesday 16 February 2010

556.0   Minutes

Minutes of the last Meeting of Council held 19 January 2010 were circulated to all those present and were approved as a correct record.  Mover: Cllr L Brown Seconder: Cllr Mills    Vote for unanimous.

 

557.0   Public Question Time

557.1   A resident of Severn Avenue addressed the Council on behalf of the residents of the area present.  The residents are concerned about the condition of the property 1 Exe Close.  Cllr Hailstone replied that the Parish Council had tried to get issues resolved in the past with regard to dangerous boundary walls and Borough Cllr Renard had contacted the “empty properties” officer at Swindon Borough Council.

Cllr Renard reported that work is going on behind the scenes to resolve the issues but this is a confidential matter.  The powers the Borough Council has are very limited, the officers are aware of the situation and trying to get something done but when the owner of the property is not fully co-operative this can take a long time.  A similar situation in Trent Road took 4 years to resolve.

Cllr Bedwell asked if the mains services to the property were switched on and pointed out the hazard of these to neighbours.  It is understood that the gas supply to the property was disconnected some time ago. 

The owner of the adjoining property reported that his garage is being affected.  Cllr Renard was not aware of this and will report it to the Borough officers.  The residents also asked if anything could be done to remove the car parked on the property which is attracting attention.  The car is privately owned and parked on private property so nothing can be done.  The residents asked Cllr Renard to keep thEM informed of any progress.

557.2   A resident of the spur of Thames Avenue reported that lorries are frequently driving over the grass verge at the corner deeply rutting the area sand making the footpaths very muddy, to such an extent that he has washed the footpaths 3 times recently.  Swindon Borough Council put in 2 bollards 7 years ago but they were put in the narrow part of the street and the occurrences are on the bend where something is needed to straighten the path of the lorries.    The resident has discussed the issues with Borough Cllr Barnett in the past.  The situation has been worse since the traffic calming was put in.  A public meeting on traffic calming issues as held 18 months ago and as a result of this the first stage of changes to Thames Avenue are currently taking place with the removal of the chicane at Wicks Close and the provision of a pedestrian crossing.  Cllr Renard reported that a request for more bollards was put in to Highways some time ago but with regard to further traffic calming changes there is no firm funding at present.

           

558.0   Correspondence Items for discussion

558.1   Wilts & Swindon Draft Waste Site Allocation Development Plan Document

Additional Consultation

A joint Waste Site Allocations DPD is being prepared, the purpose of which is to identify a list of sites that the Councils consider will be required in order to meet forecasts of demand for new waste management capacity.  Copies of the document can be found at http://consult.wiltshire.gov.uk/portal.  The sites identified include ones at Purton and Wootton Bassett.  Comments are required by 17 March 2010.

 

558.2   Invitation from Head Teacher Haydon Wick Primary School

The Council Chairman has been invited to have a look around Haydon Wick Primary School and to discuss how to increase community links. The Head teacher would also like to update the Council on their proposed school safety zone and future community projects.

Cllr Renard considers that the issues in the area need to be revisited after Thames Water move off the site.

 

558.3   Thames Water Works in Deben Crescent

A resident has provided the Parish Council with a copy of a letter sent to Thames Water complaining about the continual noise, muddy road conditions and damage to the road surface at Deben Crescent.

 

558.4   Environment Agency:  Haydon Wick Flood Alleviation Scheme Scoping Consultation Document

            The above large document plus plan has been received by email.  Comments are invited by 9 March 2010. 

 

559.0      Correspondence Items for information

559.1   Purton Area Proposed Housing Development Adjoining North Swindon

Cllr Bedwell has provided copies of information and correspondence he has received in response to his letters to Michael Wills MP and Purton Parish Council.  A second public meeting is to take place on 25 February at Holy Trinity Church, Shaw Village Centre.

 

559.2   Provision of Litter Bins at Bus Stops

Thamesdown Transport has advised the Council that it does not have funds available to provide litter bins at bus stops in the development areas and suggests a partnership approach is the best way forward..

 

560.0      Policy Committee Report – Meeting held 9 February 2010

560.1   Community Grants

Cllr Heaton-Jones has had two long discussions with Mark Feeny at Swindon Borough Council about the community grants.  His initial conclusion was that Haydon Wick Parish Council is not eligible to apply for the grants because we are a statutory body, not a community organisation.  So, for instance, our Parish Magazine would not be eligible. 

However they discussed a possible way that the Christmas Parcel Scheme could be eligible for a grant in future.  If a new 'community group' was established to run the scheme at 'arms length' from the Parish Council, then that group would be eligible to apply for a grant.
It would need to be properly constituted with its own management committee and separate bank account, but it could be composed almost entirely of Haydon Wick Parish Councillors with just a couple of community representatives.  The Committee was of the view that the same applies to the Newsletter which used to be run by a Community Association Committee.

Mr Feeny advised that grant applications are expected re-open in October this year, closing at the end of December, with grants paid out in financial year beginning April 2011. 

 

560.2      Office Printer, Copier Fax

Copier:  The current lease expires on June 2012. A quote has been received for a colour copier, linked to the computers and with a scanning facility would cost £386.85 per quarter plus an estimated £5.50 per quarter for colour copiers.  This compares to £309.78 per quarter for the present copier & printer including £60 per quarter for printer ink.

Fax:  The copier salesman did not recommend having a fax option on the copier, it would be better to purchase a basic fax machine.  A basic machine can be purchased for £50 upwards

·        RECOMMENDATIONS: A) Continue with the existing copier until the current lease expires and then review.  B)  Purchase a HP CP1515N.  C)  Purchase a Brother FAX machine £60.29 plus cartridge £17.92.

 

560.3      Quality for Life Questionnaire Analysis

The Assistant Clerk has now analysed the responses received for each of the areas of Haydon Wick Parish and also produced a summary of all the response in respect to Police issues.  These issues were reported to the NeST meeting by Cllr Hailstone.

·        RESOLVED:  Defer studying the analysis until a future meeting, and place a report in the Summer edition of the Haydon Wick Newsletter.

 

560.4      Applications for Funding

560.4.1Application for Funding of Equipment – Home Ground Surgery

Home Ground Surgery has submitted an application for money to purchase a new defibrillator.  The cost of the equipment is £969 + vat and information has been provided on the one the surgery would like to purchase.  A fund raising evening to be held on 15 May 2010 will raise money to purchase other equipment the surgery needs to replace.

·        RESOLVED:  It is the Parish Council’s Policy to support community groups and not businesses including Doctors Practices.

560.4.2 Application for Funding – Little Pippins Pre-school at the Children’s Centre, Greenmeadow School

A member of the pre-school attended a Parish Council meeting in November to discuss the out door play area at the pre-school.  A number of fund raising events have been held but £1500 is still needed to cover the things needed at the Children’s Centre, including the purchase of a shed for outdoor storage.  Plans and details of the equipment needed have been provided.  It has been confirmed that the Pre-school is Ofsted registered.  The Committee agreed that consideration would be given to funding other similar Ofsted registered pre-schools if applications were received.

·        RECOMMENDATION: Donate £100.00.

 

560.5      Highways

560.5.1            A resident of Hamble Road has requested that road marking be provided at each end of Hamble Road when the flood alleviation works are complete.  The request was passed to Swindon Borough Council Highways and copied to Borough Cllr Renard.  Cllr Renard has responded that this is a request that he made about 4 years ago and was told it would be done next time a team of road painters were in the area.  Highways are looking into this matter.

560.5.2            Blunsdon Parish Council has raised safety concerns regarding uneven paving around the Asda/Walmart site.  As this is in Haydon Wick Parish it was thought more appropriate if we dealt with it.

·        RESOLVED:  Identify the location of the uneven paving and then write to Asda.

560.5.3            A resident of Haydon Court has asked if there is anything the Parish Council can do to persuade the Home Ground Surgery and pharmacy to provide signage to indicate that their patients/customers should park in the Haydon Centre car park and not in the Haydon Court car park.

·        RESOLVED:  Write to Sanctuary Housing suggesting that signs be put up at the entrance to the car park.  Also write to the pharmacy and Home Ground Surgery asking them to encourage their customers, delivery people and patients to use the Haydon Centre car park.

560.5.4            Installation of Pedestrian Crossing in Thames Avenue:  The following update has been received from the Borough Highways Officer:

I have been regularly reminding Swindon Commercial Services (SCS) that the zebra crossing works are to commence next week and so far I am being reassured it is in the programme. I am due to meet with the Highways supervisor in the coming days to mark up positions etc on site so hopefully this bodes well to the works commencing as agreed.

I will however take this opportunity to add that progress of works is subject to weather conditions and there is some more winter weather on the forecasts for the coming week.

Please also be advised we are experiencing some delays with Southern Electric (SEC) completing electrical connection works as a result of a change in due process at their end, I understand SCS are in discussion with SEC as to how they may overcome these delays. In some instances there is a delay of between 4 and 10 weeks however I spoke with the Street Lighting Engineer at SCS recently who advised the equipment was in store for the crossing so posts and beacons would be erected but there may be some delay in their operation.

560.5.5            A resident has asked for the following to be brought to the attention of the Council:

It is a regular occurrence for residents and visitors to park their cars on the pavements in the roads around Thursday Street and Braxton Road, rather than in their allocated parking spaces. (particularly those residents who live in the apartment/flats). The place where cars are parked is a raised paved area and painted yellow for disabled access; hence they are obstructing this access.  The cars drive onto the pavement from the dropped kerbs as the raised pavements are too high to go up.  The resident has asked if the council could consider putting proper parking spaces in this area - there is a green verge along the side of the road which could be made into parking,

and also asked if anything could be done to report drivers who obstruct the disabled access.

·        RESOLVED:  Pass on the matter to the Police and Borough Highways.  Ask the resident if he would be prepared to obtain the registration numbers of the offending vehicles and then put letters from the Parish Council on each of them.

 

560.6      Review of Precept Process

Cllr Bedwell has requested that the Policy Committee review the budgeting methods used for the Precept, he has made some suggestions which need not be considered at this meeting but at a future meeting if more appropriate.

Part 1 

Committee precept and final meeting

 1) As now, each Committee discusses/ agrees its own precept with a vote. The Chair / Clerk reminds the meeting that once voted the precept is fixed with no further changes other than for errors /typos.

2) As now, the overall precept is then put together

3) The full precept is presented to the full Council but there can be no further changes apart from errors etc. Comments can be recorded.  A final vote of confidence could be made - and a majority "for " completes the process. This meeting would thus take only a short time.

Part 2

 Proposal :  based on some of the recent Council Precept meeting discussion

1) In general, for services and routine purchased items, the annual increase (max)  to be targeted to the predicted annual UK inflation rate for the coming year (difficult, but what isn’t ).  Items (quotations for the coming year) not meeting this maximum target should be challenged and if not brought in line alternative suppliers sought and considered. Some help in finding alternatives should be available from our very business wise Councillors!

   2) Some items will be concerned with increased spend on services or products arising from agreed new projects, or due to increased house numbers. For these we should know what the costs will be at precept time.

3)  With adequate reserve funds that we have I can see no purpose in the item “Contingencies or Miscellaneous"

Is there a legal requirement for this to be in place? Does the sky fall in if we overspend by even a reasonable amount? If not why not take it out?

4)   Using these targets the full precept should be calculated. Of interest the UK inflation rate (CPI) for year 09 seems to have varied from  - 2.1 to +1.84 % during the year. (Source - internet)

 

The Committee discussed the suggested changes to the process and did not consider any of them to be an appropriate way forward as it was considered that the Committees were only to make recommendations on budgets to full Council and that contingencies were definitely necessary.

·        RECOMMENDATION:  Not to take forward the suggested changes to the precept process.

Cllr Bedwell thanked the Committee for considering his proposals and wished the committees success in preparing their precepts in the future.

 

560.7      Council Investment Provision

Alliance Leicester (Matures 1 July 2010)                       £60,000.00 invested

Total still to be invested:  £53,656

·        RESOLVED:  Leave the £53,656 in the Business Account until it is known whether the Leisure Garden project is going ahead.

 

560.8      Clary Road Field Lease

The Clerk received an email from Mr Campbell, Property Services, on Wednesday 3 February stating the following:

The Head of Property Services has raised the matter of the Council requiring a provision in the granting of long leases of land to Parish and Town Councils that it can take back all or part of the site if it is required for operational purposes with Councillor Bluh, the Cabinet Member for Property.  Councillor Bluh is still considering this requirement with Cabinet .

·        RESOLVED:  Pass on to the Borough Councillors

Borough Cllr Renard reported that he had spoken to Cllr Bluh who responded that he had not received any information to consider.

The meters used to be read by Cllr Keepin and the Clerk has difficulty reading the PV meter above the kitchen sink.

·        RESOLVED:  Cllr Mills to assist and read the meters in future.

 

560.10  Reports from Clerk’s Forum 3 February 2010

            The matters discussed included

Ø      Emergency Planning Update – There is to be a flood exercise in May which it is hoped Parish Councils will have opportunity to attend.  Cllr Hailstone reported that he understood that some Parish Councils have lists of vulnerable people living in their area.

Ø      Connecting People Connecting Places Update:  Cllr Mattock reported how well the clusters were working.  A meeting was held recently of all the groups and parishes involved in the North East cluster.  When the Clerks present from the North cluster Parishes reported that this cluster is definitely not working Stephen Taylor undertook to provide a report on what is happening in each of the clusters and ensure that a meeting of all the Parishes in the North cluster would be set up with Haydon Wick arranging the venue etc.  A progress report on the scheme is to be presented to Cabinet in March.  The Clerks from the North East cluster felt that a way forward was Participatory Budgeting beginning with joint low level project such as litter picking, community planting.

Ø      Dis-satisfaction of the current dog waste collection contractor was discussed and it was agreed to review the contract and source other service providers.

Ø      The Clerk asked for an up to date copy of the Ward Boundary maps.

Ø      The Borough Planning Department if moving from Premier House to 4th Floor Wat Tyler House as of Monday 15 March 2010.  Copes of planning applications will have to be collected from Wat Tyler House from that date.

Ø      The Standards Committee will in future include 3 Parish Councillors.

Ø      Ethical Framework and Code of Conduct Training for Councillors:  A training session has been arranged at Highworth on 11 February.  Unfortunately Haydon Wick did not receive notification of this until 3 February.  Cllr Brooks is the only Councillor available to attend at this short notice but Stephen Taylor has suggested that the Clerk carry out a short training session at the beginning or end of a Council meeting to cover all Councillors who have not to date received the training.

Ø      Pre-Planning Application Advice:  Swindon Borough Council has formalised its approach.

 

560.11  Commercial Information on Website

The Recreation raised the possible issue of giving commercial information on the Council’s web site – eg Dog Waste Collection Contract, and asked for this Committee to consider the matter.

 

560.12  Purchase of Public Open Space – Rother Close

The resident of 1 Rother close has approached Swindon Borough Council about purchasing a small piece of public open space (34 sq m) at the side of their property for use as additional garden.  The Borough Officer has no objections in principle but is seeking the views of the Parish Council and Ward Councillors.  Comments are requested by 26 February 2010.

Cllr L Brown visited the site and reported that the process was regularising land already encompassed by residential fencing.  No trees are affected by the proposals.

 

560.13  Council Office Cleaning

The current office cleaner is unable to continue her duties of 2 ½ hours per week due to a change in her circumstances.  The Clerk had arranged for a local resident to take over the work from w/c 22 February 2010, which was endorsed by the Committee but unfortunately the person has now declined to accept the position.

 

560.14  Information Received

Swindon Equality Coalition Event: Thursday 18 February at St Joseph’s College between 3.30 and 8.00pm.

560.15  Review of Information Security Policy and Complaints Procedure in March

The review is to be part of the Policy meeting.  Copies of the current versions and amended versions are to be circulated to all Committee members prior to the meeting.

 

560.16  Any Other Business

560.16.1          Cllr Hebditch:  The footbridge at LOS7 is hazardous as the wood is very slippery.  Cllr Hailstone reported that the bridge at the pond to the rear of Pond Street is in a similar condition.

560.16.2Cllr Hebditch:  Excavation work has started at the end of Queen Elizabeth Drive, an area has been fenced off including a dog waste bin. NSDC is to be informed and the Council’s maintenance contractor will retrieve the bin.

560.16.3Cllr Hebditch:  Recently had a conversation with Gavin Jones, Chief Executive Swindon Borough Council, who offered to come and talk to the Parish Council.  It was agreed by the Committee that a constructive discussion with Mr Jones will he useful.

560.16.4Cllr Mills:  Reported loose kerb type stones in the car park area outside the shops causing a problem to motorists.

560.16.5          Cllr Hailstone:  Reported that one of the new street lights on the footpath from Thames Avenue to the rear of Haydon Court and Footpath 1 is not working.

560.16.6Cllr Carroll:  Raised the issue of data security and recommended that the Council purchase locking cables for the office PCs.

 

561.0      Recreation Committee Report – Meeting held 2 February 2010

561.1      Wheely Fun Project

Meeting with Pedro, Play Worker - Rural Van Project:

The project is to open sessions in rural and suburban areas for childrenaged 6 – 14 years.  Sessions have started at Highworth and Wroughton on a weekly basis; they hope to cover three different sites in each on a rotation basis.

 

The Wheely van is full of a large variety of equipment and is taken to green open spaces and play areas where children are allowed to freely play.  The sessions start with bonding games such as team games and parachute games, Arts & Crafts can be set up on tables under gazebos if necessary.  Funding is being provided by the Lottery until March 2011 so more equipment can be purchased.

 

Pedro asked what provision there is in Haydon Wick for young people and what open spaces/play areas there were.  Information was given on the Underground at the Orbital Centre, Holiday Play Schemes at the Haydon Centre, Uniformed Organisations and play areas including Haydonleigh Park.  Pedro asked if there were any areas that younger children were afraid to play in because of the presence of older children.  The Council is not aware of any in Haydon Wick.  The Parish Council is willing to put up notices to advertise any session set up in the area and to tell its Youth Council about the scheme.

The frequency of provision will be dependant on attendance.  The objective is to provide children with access to free open play sessions.

 

The views of the Committee were sought at the end of the meeting with Pedro.  The members thought that it sounds a good scheme but were surprised that the funding is only until March 2011.  Cllr Mills understanding is that the funding has been available from 2008 but it took one year to get the scheme set up and some of the monies have been absorbed in to other areas of Play Service.

 

561.2                        King George V Field

561.2.1            Swindon Commercial Services Inspection Report:  No report received

561.2.2            Cllr L Brown Inspection Report.  Grass and weeds are growing up through the artificial

turf safety surface.  Thames Water is still working in the area.  Cllr Bedwell reported that the field is very uneven.  Cllr L Brown has spoken to Murphy about having a walk around the Parish to see what reinstatement needs to be done

·        RESOLVED:  Maintenance Handyman to spray the surface with weed killer.

561.2.3            The Scouts Executive has decided it wishes to remove the tree at the back of the hut. In order to do this, they will need access to the Field and would ask permission from the Council to take branches down onto the field prior to removing them.  Concern was expressed about the new fencing.

·        RESOLVED:  The Parish Council to grant access to the field but make the following comments:  1) Why are they taking down the tree in view of their plan to move out of the Wick.  2)  Who will be carrying out the work and will there be adequate insurance cover.  (The Parish Council is concerned about its new fence).  3)  The current condition of the Field is such that any vehicle taken in would get bogged down; therefore the work needs to wait for the weather to improve and the ground dry out.

 

561.3                        Trent Road Field

561.3.1  Swindon Commercial Services Inspection Report.  No report received

561.3.2  Cllr Bedwell Inspection Report:  The condition of the Field is OK at present but by late Spring the hedge along the boundary adjacent to Trent Road flats will need cutting back.  The play area safety surface near to the hedgerow is covered with moss.

 

561.4                        Bowling Green Toddler Area

561.4.1  Swindon Commercial Services Report.  No report received

561.4.2  Councillors Inspection Report:  No faults to report.

 

561.5   Other Adopted Play Areas:  Kelly Gardens, Primrose Close and Clary Road Field

561.5.1  Swindon Commercial Services Report.  No report received

561.5.2  Cllr Hailstone Inspection Report – Primrose Close:  The two small holes in the rocker seat could

be filled in with plastic padding.

·        RESOLVED:  Ask Maintenance Contractor to repair the holes.

561.5.3Cllr McVay Inspection Report – Kelly Gardens. No faults to report.

561.5.4Clary Road Field:  The field is water logged at present and the plan to put down wood chippings at the entrances and goal mouths will need to wait until better weather.

 

561.6      Unadopted Play Areas:  Abbey Meads, Taw Hill, Priory Vale Play Areas, Brookfield and Osterley Road Play Area ( Inspection & Reporting Only

561.6.1Cllr McVay Inspection Report – Brookfield.  1) There have been some alterations to the junior swings and new chains fitted.  Cllr McVay has concerns about the new fittings.  2) The bench has been repaired

561.6.2Inspection Report – Wick Farm Orchard, Francombe & Little Copse.  Cllr L Brown reported that the paint is coming off the spring duck and there is no Swindon Borough Council sign on the fencing.

561.6.3Cllr L Brown Inspection Report – Osterley Road Play Area:  The surface is very bad and covered with moss and weeds. There is some graffiti but not offensive.

561.6.4Cllr Mills:  Taw Hill Play Areas:  Galloway Road, Play Area between Thetford Way / Doyle Close and play area at Village Centre.  The area is in good condition but the safety surfaces would benefit from a good sweep.

561.6.5Cllr Hailstone Inspection Report - Priory Vale – 1) MOS 5 (Haydon End Lane) & LOS 7 Priory Vale Play Areas (Torun Way).  Cllr Hebditch reported that a swing missing from MOS 5.

561.6.6Cllr Brooks & Jones Inspection Report - Orchid Park at Cassini Drive, LOS 7 – Mazurek Way and Voyager Drive  

·        RESOLVED:  Report the faults to Swindon Borough Council.

 

561.7      Haydonleigh Park

561.7.1            Swindon Commercial Services Inspection Report.  No report received

561.7.2            Floodlighting:  Mr Wilce, Swindon Borough Officer, the lighting at the MUGA isspecific and designed to provide uniform illumination for the activity concerned. There are no low energy alternatives. The only way the costs can be reduced is to consider disconnection of some columns but then you run a risk of perhaps of having a facility with inadequate lighting or you consider curtailing the hours of operation. 

The lighting has already been reduced and to date there appears to be no problems.

·        RESOLVED:  The Committee to consider at the next meeting reducing the opening hours in the winter and setting the light to come on at 5pm when the area is open to the community.

Cllr Hailstone has reported the lighting situation to the Governors at Haydonleigh School.  PIR motion sensors may be an option to consider.

 

561.8      Open Spaces, Trees, Streams etc

561.8.1Trees:  The trees donated to the Scouts are in the Scout Leader’s greenhouse so they can be planted at anytime – what the Scouts need to know is where and what access arrangements need to be made. 

·        RESOLVED:  The Parish Council feels that the trees would be better heeled in to the ground and is willing to take them off the Scouts hands and plant them temporarily in the Leisure Garden site.  The Council will be more than happy for the Scouts to come along and plant them later on when it has been decided where they should go.

 

561.8.2            Corner Blunsdon Road and High Street:  A resident of High Street is concerned about small wooden bollards/posts installed on the green at the corner of High Street and Blunsdon Road. This route across the green has always been used as a footpath by local people and several have stumbled in the dark on them, and they were not visible under the recent snowfall. Many older residents take this path in better weather and there is concern about the consequences.

·        RESOLVED:  Remove the trip hazard at the entrance to the clear route across the area and paint the top of the other posts white.  Hold off erecting the remainder of the posts until Murphy has cleared from the area.

The Clerk reported that large storage containers have now been put on the open space.  Cllr L Brown offered to make enquiries about them.

 

561.9      Footpaths & Cycleways

561.9.1            Footpath 5 Haydon Wick:  Swindon Borough Council has now made a public path diversion order for Footpath 5.  Details of the diversion have been provided and comments are invited no later than 25 February 2010.

·        RESOLVED:  Respond that the Council has no objection to the diversion.

561.9.2            Bridleway 66:  Cllr Hailstone reported that the lighting finishes where the new buildings start, despite the footpath being completed, and ¼ mile of the bridleway is in total darkness.  Cllr Hebditch pointed out that it takes a long time for developers to finish off lighting and to look for signs along the bridleway of cable sleeving sticking out of the path

 

561.10  Graffiti, Shopping Trolleys, Dog Bins & Litter Bins

561.10.1          Dog & Litter Bins Oakhurst & Torun Way Areas

A resident has for the second time asked when dog and litter bins are going to be provided in the Oakhurst area, in particular at the open spaces/play areas at Voyager Drive and Cassini Drive.

·        RESOLVED:  Cllr Brooks to be asked to look in to where he considers bins are needed and to report back to Council

 

Swindon Borough Council has also contacted the Council about a request for dog bins from a resident of Oakhurst.

A resident of Egdon Close has been in regular communication with the North Swindon Development Company regarding delays to several parts of their contract.  They have informed him however that the provision of bins falls under the parish council's remit.

The development suffers from a serious litter problem and he has taken it upon himself to carry out bi-weekly litter picks since moving in during March 2007.  It is clear that the need for this would be lessened by the provision of suitable facilities.

It would seem obvious to provide these bins around bus stops, seating areas and Orchid Vale Primary school as a minimum.  These areas attract much of the litter, in particular the bus stops, which are plagued with cigarette ends and chewing gum to an unacceptable level.

 

The resident has asked to be advised on any plans and specific responsibilities regarding this problem so he can discuss it in further detail with the appropriate person.  The litter problem has a severe impact on the area's aesthetic appeal and is not in fitting with the expected standards of a development of its kind. He has suggested the following areas of particular concern

The Committee members voiced concerns about locating bins outside residential properties and also that there is a possibility that the bus service to this area will be curtailed in the future and bus stops will be moved.

·        RESOLVED:  Cllr Hebditch offered to look in to where he considers bins are needed and to report back to Council.  Ask Thamesdown Transport if they will be providing bins at bus stops in the new development area.

 

561.10.2Dog Bin at Abbey Meads Village Green:  Since the dog bin was stolen the open spaces contractor has reported serious problems with litter bins in the area being filled with dog waste and has asked for the dog bin to be replaced.  The theft was reported to the Police who thought it was probably stolen for its scrap metal value.

·        RESOLVED:  Fit a replacement bin.  Look in to the comparison costs of GRP bins.

 

561.11      Leisure Gardens

561.11.1 Proposed improvements to the car park area:  The cost of hiring a small digger to clear under the hedgerow along the Old Blunsdon Road boundary would cost in the region of £150 for 2 days.

·        RESOLVED:  Wait until in a position to lay gravel in the car park.

561.11.2          Update on proposals for new Leisure Garden Site: 

Borough Cllr Barnett spoke to an Officer at SBC, sadly nothing positive to report. He understands the Persimmon contact is Gary Male.  Richard Beale is prepared to talk to Persimmon to get the covenant changed so that it is acceptable for the site to be used as allotments.  Cllr Hebditch suggested inviting Richard Beale to attend the next meeting.

·        RESOLVED:  If no response has been received from Persimmon by the end of February the Council to report the issue to the local press.

Mr Beale, Swindon Borough Council, has a meeting planned with Persimmon this week and will raise the matter of the covenant.

 

Mr Packer has received a letter requesting clarification on some points with regard to the submitted planning application.   Cllr Hebditch met with him and discussed the issues which are mainly:

Ø      Clarification of which hedgerows are within the site.

Ø      Addition on plans of close board fencing to overcome objections from residents about their gardens being overlooked.

Ø      Highways works – footpath & gates will be part of a S106 agreement and shown on plans for illustration purposes only.

Ø      Provision of culvert part of application.

Ø      Addition on plans of  a turning circle for skip lorries

Ø      There is an exiting TRO on the length of Old Blunsdon Road north of Pond Street.  The Chairman questioned this as it was understood that the TRO was only between the two sets of barriers across the road.

 

The hardstanding in the Murphy compound is not suitable for use at the existing Leisure Garden site car park without expensive cleaning.

The cost was obtained in October 2009 for bulk stone scalpings from Johnson Aggregates – A 20tonne lorry of 40mm scalpings would cost £12.40 per tonne plus VAT.

 

561.11.3          Report of intruders on site and cabbages stolen from a plot.

 

561.12 Open Spaces & Maintenance Contractors

The Open Spaces contractor is prepared to look in to the feasibility of him taking on the collection of dog waste and would like the Recreation Committee to give some indication whether it is worth his while looking in to this. 

·        RESOLVED:  The Parish Council is happy for the contractor to look in to this providing he does so thoroughly and can provide assurances and details of the disposal of the dog waste and how he deals with it complies with any current legislation.

The Committee raised the possible issues of giving commercial information on the website.

·        RESOLVED:  Pass to Policy Committee.

 

 

 

561.13 Youth Provision

Jennie MacCready is unable to attend this meeting but is available to attend the next meeting on 2 March 2010.  She has provided information on specific session such as a Halloween session and a camping trip.  Cllr Mills reported that he has gone through the Report provided last month and found it similar to the previous report received; however some of the sections of the Adventure Service Challenge Award he felt would be of interest to the Parish Council

Ø      Road Craft:   Looked at things to make safer routes to schools etc.  This information would be useful to the Parish Council. 

Ø      Citizenship Shield:  This may be useful for work with the Youth Council

Ø      Service:  The young people looked at helping the community by providing food boxes to the elderly.  This work may tie in with reviewing the Christmas Parcels scheme.

 

561.14Community Transport

The bus has been fairly quiet due to the bad weather conditions.

 

561.15 Information Received

A follow up meeting on the proposed expansion of West & North Swindon is to be held on Thursday 25 February at Shaw Village Centre, 7pm.

There is reported concern about how the agreed Moredon Bridge Development will connect in to the existing road system by the River Ray.

Little Egret birds have been sighted in the area by members of the Committee.

 

561.16  Any Other Business

Cllr Bedwell pointed out that this was only to raise matters to be put forward at the next Committee meeting, unless it is an urgent safety matter.

Haydon Wick School:  Cllr Brown reported that the Head Teacher is again writing to parents about their parking in The Brow and asked if the Clerk could request traffic wardens visits to the area especially when the weather is wet.

Scouts:  Cllr Mills asked if there has been any indication received from the Scouts that they are abandoning their plans to move out of The Wick.

Kelly Gardens Play Area:  Cllr Hailstone requested that the Committee consider the possibility of upgrading the area, despite not receiving Playbuilder funding.

Leisure Gardens Survey:  Cllr Bedwell suggested that a team of Committee members, who have no interest in the Gardens, carry out an inspection in April/May.  Cllrs Mills and Hailstone to carry out the inspection.

562.5   Draft Inclusive Design Access for All Supplementary Planning Document (SPD)

A draft Inclusive Design Access for All Supplementary Planning Document (SPD) has been prepared to support Principle 8 of the Design and Sustainability Policy (DMP1) as detailed within the Swindon Borough Core Strategy. The draft SPD is available for public consultation from 18 January to 1 March 2010 (6 weeks).  Comments in respect of the draft SPD will be considered and inform the final draft of the SPD.

 

562.6   5,500 homes for West & North Swindon - Public Meeting  held 18 January 2010

            Following the outcome of the public meeting, the Planning Committee were asked to consider what to do next with regard to the proposed development of the North & West Swindon.

             Discussion took place on the proposed West & North Swindon development.

    • RECOMMENDATION:  It was agreed not to take any further action until the next public meeting which was due to be held at Greendown School. Date is yet to be arranged.

 

562.7   Council Insurance

The Council Insurance is shortly due for renewal.  Another company has provided a quote and this was compared with the existing policy.  The new quote was found to offer enhanced cover on several aspects of the schedule at a premium of £1,000 less than the existing insurers. 

    • RECOMMENDATION:  Accept the quote of £4,526.96 from Came & Co after advising the existing insurers of the intention not to renew the policy.

 

562.8   Any other Business

            Councillor Hall reported that work on the additional buildings at Greenmeadow Primary School was nearing completion and asked if there had been any further objections from the residents of Pen Close and the surrounding area, to the buildings as they appeared to be higher than shown on the plans.

563.1.2            Policy for Advertisers:  The editor received a complaint about the workmanship and fee charged by one of the people who put in an advertisement in the last issue of the Newsletter and has submitted one for the next edition.  The person complaining suggested that this type of contractor should not be allowed to advertise in the Newsletter.  Someone else has highly commended the person’s work.  The Committee felt that Haydon Wick Parish Council cannot be judgemental on advertisers and they do not in any way recommend anyone placing an advertisement in the newsletter.

  • RECOMMENDATION:  Future Newsletter to include the following disclaimer:  “Haydon Wick Parish Council cannot be held responsible for goods or services offered by its advertisers.”

563.1.3            Investigation in to the cost of 4 coloured pages in the Newsletter.  Kite Press has quoted the following:

Cllr Hall had obtained a copy of Stratton’s magazine, which is a glossy A4 document.  It was felt that our newsletter appeals and is more likely to be kept by the telephone, especially by the older residents.  However the newsletter needs to be more attractive so it appeals to all residents, perhaps with a glossy cover and colour centre inset.

  • RESOLVED:  Invite Kite Press and the Newsletter Editor to attend the next Committee meeting to discuss what we would like.

563.1.4            A possible way that the Newsletter could be eligible for a Community grant in future:   If a new 'community group' was established to run the scheme at 'arms length' from the Parish Council, then that group would be eligible to apply for a grant.  It would need to be a non-statutory organisation with its own bank account properly constituted with its own management committee and separate bank account, but it could be composed almost entirely of Haydon Wick Parish Councillors with just a couple of community representatives.  The new process for grants will hopefully start in October.

  • RESOLVED:  Check the criteria for grants – whether it is a one off grant etc when further grants are available.  Keep on future agenda.

563.2      Co-option to Council – Details of Eligibility

563.4.1                  Press Releases:   Recent Press Release on Nil Council Tax increase for 2010/2011.  Printed in 2 editions of the Swindon Advertiser.  The next press release will be on the provision of a Pedestrian Crossing in Thames Avenue.

  • RESOLVED:  Cllr Heaton-Jones to be informed as soon as work commences on the installation of the crossing.

563.4.2Advertising & Fly Tipping Posters:  Some suggested posters were reviewed and were found to be lacking impact.  It was decided to ask Councillors with marketing skills to look at the poster and suggest ways to improve them.

  • RESOLVED:  Ask Councillors who have any skills to help with the design of these posters.

563.5      Parish Notice Boards

564.5.1            A Notice Board has been erected inside the foyer by the entrance to the North Swindon Library.  No response has been received to the request for permission to site notice boards at Asda/Walmart and the Tawny Owl Pub.

.

Orchid Vale School Governors have discussed the notice board and believe it is a good thing to have. . However, as it is   PFI school owned by John Laing not Swindon Borough Council it would be much easier if the board was sited just outside the gates as this will avoid having to request permission from John Laing and the many forms / risk assessments and method statements this involves even for a very small project.  They presume the board would be outside the schools perimeter, next to our gates as there is a spot of grassed area to the left as you look at our main gates.  They believe (but are not 100% sure) this land is owned by the Borough Council. 

 

PS7 Governors are in agreement with the provision of a notice board at the school but would rather wait until the school is completed

  • RESOLVED: 1)  Purchase 2 solar powered notice boards from Ringway, cost from £1568 each depending on size. 2)  Arrange a meeting with the Head Teacher of Orchid Vale School to agree the location for a board just outside the entrance gate to the school.

 

Amendment

Due to the high cost and the location the notice boards are intended for it was felt that solar powered ones were not necessary.

  • RECOMMENDATION:  Purchase 2 standard notice boards rather than solar powered ones.

 

564.6   Future Plans.

564.6.1Twinning:  Cllr Hall to report back on his attendance at a Swindon Borough Twinning Meeting.

St Francis School, Haydon Wick School, Orchid Vale School, and Greenmeadow have all indicated that they are very keen to be involved in any twinning arrangements.  Greenmeadow School is hoping to apply for the International Schools Award and this would be of great benefit to them.

Cllr Hall met a member of the Committee who is prepared to come and discuss how to take forward the twinning project. He recommended setting up an agreement with a small region of, it is believed Ocotal.  The Committee had reservations about Ocotal as it is in South America and would not be easy for exchange visits etc.

  • RESOLVED:  Invite the representative of the Twinning Committee to a meeting and invite representatives from the schools to also attend.

 

564.6.2Easter Egg Quiz Trail:  Haydon Wick Youth Council to work on an Easter Quiz Trail around the Parish with Easter Eggs given to those children participating. Unfortunately there has been no opportunity to discuss this as the meeting after the last Communications Committee meeting was a tour of Heelis and the next meeting was abandoned as only one member of the Youth Council attended.

 

Discussion took place on the Youth Council and possible reasons why at present it does not have many members.  In particular the Committee discussed its relevance, what its aims are and the age of members.  It was thought that perhaps meetings should be held more frequently to keep interest and that they should start slightly earlier.  A Community Involvement Officer has arranged to meet with the Assistant Clerk who might make some recommendations.

 

564.7      Any Other Business

Cllr Jones suggested that the Council’s web address should be on the front page of the Newsletter.

Wi-Fi:  Cllr Heaton-Jones reported that it is working in Highworth, although there are some dead spots.  It is due to be installed next at Blunsdon, Abbey Meads and the Northern Development area.  There are a number of issues with price scales and that all that is available at the low rate is 2 hours of connection.

Cllr Renard reported that most of the issues he has dealt with recently have been regarding overgrown trees and bushes and he has been endeavouring to get areas cut back before the Spring growing season.

 

Cllr Renard met with the Environment Agency and drainage engineers to discuss the scheme the EA wants to deliver on the Haydon Wick brook and Haydon Wick Drain.  The proposals are to alleviate flooding by building banks/walls.  It is the EA’s opinion that removal of the Cloudberry culvert would increase risk of flooding to other properties.  The removal of Primrose Close culvert will not make a difference to flooding risk.  Cllr Renard has agreed to set up a public meeting to discuss the proposals.  The EA wishes to use money committed for the removal of the culverts to fund their proposals.  The EA has cut back banks and improved the approach to the culverts and bridges. The problem of the River Ray backing up is going to get worse.
